Agreement on Prenotification of Ballistic Missile Tests
India presented a draft on Prenotification of Ballistic Missiles Test to
Pakistan during the first round of Expert Level Talks on Nuclear CBM’s
in June 2004. During the 2nd round of the talks held on December 14,
2004, detailed discussions were held on the draft agreement on
pre-notification of flight testing of ballistic missiles and positions
were brought closer. The third round of Nuclear CBM talks was held from
5-6 August 2005 where both sides reached an understanding on the
Agreement.
2. The Agreement entails that both countries provide each other advance
notification of flight tests that it intends to undertake of any
surface-to-surface ballistic missile.
3. India has now handed over a draft MoU on measures to reduce the risks
of accidental or unauthorized use of nuclear weapons under the control
of both countries.
MoU on Establishment of a communication link between the Indian Coast
Guard and Pakistan Maritime Security Agency.
4. The Government of India had, in October 2003 first made this proposal
to Government of Pakistan for the establishment of a communication link
between the Indian Coast Guard and Pakistan Maritime Security Agency.

Since the International Maritime Boundary Line (IMBL) with Pakistan has
not yet been ratified by the two countries, many fishermen from both
sides stray into each others territorial waters. The Communication link
will lead to early exchange of information between the two sides
regarding apprehended fishermen who inadvertently stray into each
other’s territories.
6. In December 2004, both countries have, interalia, agreed to
immediately intimate arrests of fishermen made by each country. The
communication link will facilitate the early intimation, which in turn
would lead to an early beginning of the process of providing consular
access, nationality verification and repatriation. The communication
link will also be useful in exchanging information about pollution
incidents, search and rescue, pollution control, etc.
